PANTAI MEDICARE THE FIRST HEALTHCARE MANAGEMENT AND ADMINISTRATION SERVICES COMPANY RECEIVED MS ISO 9001:2000 CERTIFICATION

Kuala Lumpur, 19 March 2003

Pantai Medicare Sdn. Bhd., a subsidiary of Pantai Holdings Berhad is the first healthcare management and administration services company to achieve MS ISO 9001:2000 in Malaysia. Pantai Medicare was officially certified by Certification International (UK) Limited. on 24 December 2002. The company only deals with corporate clients and not individuals. In conjunction with the MS ISO 9001:2000 certification, an official presentation ceremony was held on Wednesday morning, 19 March 2003 at Pantai Hospital in Bangsar to mark the occasion.

The Guest of Honour, Yang Berhormat Dato' Seri Dr. Suleiman Mohamed, Deputy Health Minister of Malaysia graced the occasion by witnessing the presentation of MS ISO 9001:2000 from the Chairman of CI Certification International (M) Sdn Bhd, Associate Professor Dr. Wan Mohtar Wan Yusof to the Chief Executive Officer of Pantai Medicare, Tuan Haji Wan Shukri Ariffin. The Chairman of Pantai Holdings Berhad, Datuk Dr. Ridzwan Abu Bakar also attended and witnessed the certification presentation.

In his speech, the Honourable Deputy Health Minister, YB Dato' Seri Dr. Suleiman Mohamed mentioned that "the Government is seriously looking into the implementation of the National Health Financing Scheme in order to ensure appropriate cost sharing between the public and private health sectors, thereby ensuring maximum benefits to the consumers." He also added that the Government has a limited fund to continue financing the medical costs which keep escalating.

He also hoped that the private sectors continue to provide the healthcare benefits to their employees and eligible dependents in order to complement the roles of Ministry of Health in providing good healthcare services to individuals and communities. Thus he appreciated the role that is undertaken by a healthcare management and administration services company like Pantai Medicare which is administering and managing their corporate clients' healthcare benefits and contributing to improving accessibility to more Malaysian who want to benefit from private healthcare.

Meanwhile the Chairman of Pantai Holdings Berhad, Datuk Dr. Ridzwan Abu Bakar in his speech, noted that "the quality aspects will be one of the deciding factors for achieving the competitive edge in this era of globalization. With this certification, Pantai Medicare's quality services is recognized by the international standard certification complying to ISO 9001:2000.The three main services provided to Pantai Medicare's corporate clients and members are medical management, medical providers network and administration services."

"Pantai Medicare through its powerful tracking system for its relational database management system, Medicare Integrated Information Exchange ("MiX") is capable to analyse and report on how much of the medical utilization incurred by the corporate clients, which can be analysed further and prepare a personal ledger on an individual i.e. on how much has been incurred by an individual, for what treatment, at which medical providers etc. This reach database can be used for the efficient implementation of a preventive programme. The system is also able to link and coordinate data transfers on an individual health status which currently is kept scattered at different medical providers" he added.

PANTAI MEDICARE SDN BHD APPOINTED BY MALAYSIAN ASSURANCE ALLIANCE BERHAD AS THEIR THIRD PARTY CLAIMS ADMINISTRATOR

Kuala Lumpur, 24 May 2001

Pantai Medicare Sdn Bhd ("PMCare") a subsidiary of Pantai Holdings Berhad has signed the Third Party Claims Administrator Agreement ("TPCA Agreement") with Malaysian Assurance Alliance Berhad ("MAA"). PMCare is the pioneer managed care organization in Malaysia, operating since 1995. PMCare is involved in the managing and administering the delivery of healthcare for its corporate clients. However, under this TPCA Agreement, PMCare is managing and administering the medical claims from medical providers incurred by the members of MAA's Healthcare Insurance Plans. Encik Wan Shukri Ariffin; Chief Executive Officer of PMCare and Encik Razman Abu Zarim; Chief Executive Officer of MAA executed the TPCA Agreement. The signing was also witnessed by Encik Adzahar Abdul Wahid; Executive Director of PMCare and Mr Sia Chong Ming; President of MAA.

Under this TPCA Agreement, PMCare shall process all claims from medical providers on behalf of MAA and submit to MAA for their approval and payment. Under this TPCA, MAA is authorized to audit any of PMCare's records anytime of the year, which is in line with Bank Negara regulations. As for MAA, the responsibilities to process claims will be lessen as bulk of the processing work will be done by PMCare.

With this signing also, both parties are expected to work closely to expedite the claims submission by PMCare and claims reimbursements from MAA. Both parties also agreed to invest and enhance the internet applications for claims submission, reimbursement and/or payments.

MAA will enjoy the following services to be provided by PMCare:-

1. Provider Network
PMCare will maintain panel of medical providers to be made available to the policy holders of MAA. This will include the recruitment and termination of medical providers.

2. Medical Management
A Utilization Review Committee will be set up which members will consist of both representatives from PMCare and MAA. The Utilisation Review Committee will ensure that MAA's members receive value for money medical treatment.

3. Administrative Services
PMCare also provides utilization reports on regular basis. PMCare's 24-hours toll free customer service and medical carelines are operated by Members Support Executives who will ensure that policy holders of MAA members will receive all the required assistance related to access to medical care.

PANTAI MEDICARE APPOINTED AS HEALTHCARE MANAGER AND ADMINISTRATOR BY BANK SIMPANAN NASIONAL

Kuala Lumpur, 15 March 2001

Pantai Medicare Sdn Bhd ("PMCare") a subsidiary of Pantai Holdings Berhad has been appointed the manager and administrator to manage the healthcare delivery for the employees and dependents of Bank Simpanan Nasional ("BSN"). The contract will commence on 1 April 2001. The tenure of the contract is 1 year. The total number of members is more than 15,000 whereby the number of staff of BSN is more than 4,500 and the dependents more than 10,500.

PMCare is registered with Kementerian Kesihatan Malaysia and is the pioneer managed care organization in Malaysia, operating since 1995. With the appointment, BSN is now shifting the emphasis from curative medicine to preventive medicine and focusing on primary care to detect illness at the earliest stage possible. BSN will enjoy the following services to be provided by PMCare:-

1. Provider Network
PMCare will maintain BSN's panel of medical providers. This will include the recruitment and termination of medical providers. Under the present closed panel system of BSN, the panel clinics shall be linked through mediline with PMCare's Central Management System.

2. Medical Management
A Utilization Review Committee will be set up which members will consist of both representatives from PMCare and BSN. The Utilisation Review Committee will ensure that BSN's employees and dependents receive value for money medical treatment.

3. Administrative Services
PMCare maintains the eligibility listing and process all claims from medical providers. PMCare is also responsible in submitting all processed claims to the insurance company for reimbursement. PMCare also provides utilization reports on regular basis. PMCare's 24-hours toll free customer service and medical carelines are operated by Members Support Executives who will ensure that BSN's employees and dependents will receive all the required assistance related to access to medical care.

Apart from managing healthcare programmes of corporate clients, PMCare also provides Third Party Administration services for several insurance companies including Berjaya General Insurance, Hong Leong Assurance, RHB Insurance and Amanah General Insurance.

TELEKOM MALAYSIA APPOINTS PANTAI MEDICARE AS NEW HEALTH CARE PROVIDER

Kuala Lumpur, 20 October 2000

Telekom Malaysia today signed an agreement for the administration of its medical services through the Pantai Medicare programme which includes many value added advantages to benefit the Company and employees in the long term.

The agreement over two years will offer Telekom Malaysia a more streamlined form of administration known as the Health Maintenance Organisation or HMO.

At the signing, Telekom Malaysia was represented by its Chief Executive, Dr. Md. Khir Abdul Rahman while Mokhzani Mahathir, Group Chief Executive Officer of Pantai Holdings Bhd. signed on behalf of the Company.

Speaking at the signing, Dr. Md. Khir said the new move was a cost-saving measure besides the advantages.

"One example is the usage of Web based Data/Report Transmission. This will be the basis for amore efficient payment scheme and the reliable updating of records that are associated with Hospitals and Specialist Centres," he said.

"The outsourcing of management for healthcare in a company by a third party is relatively a new concept here in Malaysia. It first started about five years ago, and in 1996, Telekom Malaysia initially adopted the concept as the need to check the rising cost of healthcare was becoming increasingly felt,"

"Our cost-savings will now become evident as less workers would be required to manage medical matters."

Under the terms of the agreement, Telekom Malaysia will participate in healthcare talks and seminars, obtain analysis of medical trends in the Company and also updates on the development of the healthcare industry which allows remedial action where necessary.
